L.F. Seymour of Farwell (Mich.) won the bid to construct a gravel road, located mostly in Ionia County and a bit of Kent County (Mich.). Seymour and Frank F. Rogers, the then State Highway Commissioner, signed the contract on Oct. 1, 1920. Seymour later sued for $10,663.21, his unpaid balance. He was eventually paid. William Wirt Blume began his legal career before actually completing his formal legal studies at the University of Michigan. Before enrolling in law school in 1926, Blume taught law at Soochow University in China. In 1931, he was appointed assistant professor of law at the University of Michigan.
